For some addresses amazon is requiring additional information before placing orders for smoking products.
If your orders for these products on Vine are always failing, you need to go to your normal amazon page and try to order the same product. Amazon will open a window requesting additional information (DOB, Documents and etc). After verifying your information you can remove that item from your shopping cart and proceed to order on Vine.
